تجربة لبنان في ادخال معايير الجدارة والتنافس الى الوظيفة العامة

This study relates Lebanon’s experience in professionalizing recruitment for senior officials in leadership and policy-making positions to trigger a change in the organizational culture and to improve organizational performance. The paper highlights the mechanisms, successes, failures, and lessons learned/recommendations throughout the process. Moreover, it seeks to show how tailor-made training and capacity building programs, networking, partnership-building, information-sharing, advocacy, and continuous exposure to contemporary world trends can gradually lead to overcoming present difficulties and create a climate of change within the public sector.
