The Institut des Finances Basil Fuleihan has actively contributed to the fight against corruption in Lebanon through the steady advancement of Public Procurement Reform.
The attached matrix shows milestones achieved in the National Anti-Corruption Strategy.

The Public Procurement Law no. 244/2021, dated July 19, 2021 (published in Official Gazette on July 29, 2021) is a KEY POLICY & REGULATORY INSTRUMENT to achieve better transparency and integrity in spending taxpayers’ money. The Law ensures a solid, modern and unified legal framework to transforming public procurement into a strategic instrument for economic recovery and restoration of citizens and investors’ trust.

Mandated by the Minister of Finance, the Institut des Finances Basil Fuleihan drafted the law and accompanied the legislative process through the engagement of concerned stakeholders and the mobilization of international technical assistance from the World Bank, the Agence Française de Développement, and the EU-OECD Joint SIGMA Initiative, in light of the recommendations and evidence brought by the MAPS assessment.

A way to go to continue the fight for transparency, integrity and accountability in public procurement!

We look forward to the support of international partners to ensure the advancement of the Anti-corruption agenda in Lebanon, through concrete actions tackling Public Procurement Reform implementation.
