Mahmoud Batlouni holds a BS in Computer Engineering with more than twenty five years of professional experience in utilizing information technology to strengthen the capabilities of government agencies. He has founded Innovative Institutional IDEAS in 2012 and has been presiding it since then. Between 1993 and 2011, he was the Country Director responsible of implementing the New York Albany project, a multi-million dollar technical assistance project aiming to assist the government of Lebanon in the legislative, executive, and local branches of government, including assessment, design and implementation of administrative and financial systems, procedures, and end-user training.
