The “Public Administrations Needs Assessment Analysis for Public Procurement” is published by the Gherbal Initiative in collaboration with the Institut des Finances Basil Fuleihan and The US-Middle East Partnership Initiative (MEPI).

This analysis was conducted through the preparation a list of questions about the procurement procedures previously followed by the Lebanese administrations, the assessment of their future needs in light of the adoption of the New Public Procurement Law No. 244/2021, and the monitoring the challenges they face that may prevent the implementation of the provisions of this law at all levels.

Gherbal Initiative conducted a field visit to 20 Administrations, including General Directorates, Public Institutions, Independent Authorities, governmental hospitals, governorates, municipalities and Municipal Corporations in different Lebanese territories, and a series of questions were asked to the employees entrusted with public procurement tasks.
