Carl Rihan is the Managing Editor of the IoF Blog.
He is an associate of the German Institute of Global and Area Studies (GIGA, Hamburg), currently undertaking research on the economic history and political economy of the MENA region and providing input as research associate to the Vice-Chair of UN Committee of Experts on Public Administration, the President of the Institut, Ms. Lamia Moubayed Bissat.
In the span of twelve years, Carl has served as programme coordinator and then team leader at the Institut and contributed to the early design of Agenda 2030 in the Arab region, including the roadmap Implementing Agenda 2030 in the Arab Region (2019).

Carl is a registered independent consultant based in Lille and teaches business management at the Ecole Jeannine Manuel (Lille). He lectures on international security, public policy in fragile and conflict-affected settings, and Middle East history at SciencesPo Lille.
He holds a B.A. and an M.A. in Political Studies from the American University of Beirut and a Ph.D. from SciencesPo Paris.
