This publication looks into Government spending on social protection over the period between 2017 and 2020.

In an effort to understand how social protection spending and financing is structured in Lebanon and who are its main beneficiaries, this Budget Spending Review aims to inform an evidence-based policy response. Its findings provide food for thought on how the reallocation of resources in a context of crisis can be less painful and more efficient and equitable.

Fiscal data gathered for this exercise is made available to serve as inputs for complementary analysis and further policy and research work.

This Budget Spending Review was conducted by the Institut des Finances Basil Fuleihan, in the context of the National Social Protection Strategy being developed by UNICEF, the ILO and Beyond Group, upon the request of the Ministry of Social Affairs.
