تعزيز الحوار: توصيات للسياسة النفطية في لبنان

This working paper investigates the dynamics of policy-making for the nascent oil and gas sector in the republic of Lebanon. Through قesearch and in-depth semi-structured interviews conducted with key stakeholders, the paper outlines the main policy drivers concerning Lebanon’s petroleum sector and recommends capacity building and the establishment of research programs for Lebanon’s oil and gas sector. The findings suggest that the Lebanese state suffers from limited capacity for policy-making overall. There is a need for long-term strategy development for Lebanon’s emerging offshore oil and gas industry. To do this, a research think-tank should be established in parallel with the Lebanese Petroleum Administration, having functions to: (1) provide capacity support and bridge the gap between policy and practice; (2) advance the development of studies and applications within the sector; and (3) provide solutions to both long-term and short-term technical and social challenges.
