Following the adoption of the new law on public procurement (PP Law 244/2021) in June 2021 and its enactment on July 29, 2022, the Council of Ministers approved a Public Procurement Reform Strategy and action plan for the period 2022-2024 on May 20, 2022.
The successful implementation of the PP Law 244/2021 and the achievement of its objectives require the training and professional development of public procurement personnel across various sectors and administrative bodies, including ministries, State-Owned Enterprises (SOEs), and municipalities.
Article 72 of the law highlights the significance of continuous professional training in public procurement. It mandates that procurement officers undergo mandatory training organized by the Ministry of Finance – Institut des Finances Basil Fuleihan.
The main objective of this project is to support the implementation of the PP Law 244/2021 by enhancing capacities of public procurement officers across public sector.
Project's expected results:
• The capacities of public buyers across public sector in Lebanon are enhanced and their performance in applying Law 244/2021 is improved to ensure efficiency, transparency, and accountability in procurement operations.
• Decision makers across procuring entities are familiar with the principles and provisions of Law 244 to reduce resistance, ensure coherence at entity levels and facilitate change management.
• Expert-trainers are equipped with the international best practices related to public procurement.
This project is implemented by the Institut des Finances Basil Fuleihan in partnership with Expertise France, and is funded by the European Union, in the framework of the Project “Supporting progress in key areas of public administration reform in Lebanon (RAP)” aiming to support progress in key areas of public administration reform in Lebanon.
