Biography

Diala Chaar is an independent consultant with over 20 years of experience in Public-Private Partnerships (PPP) and infrastructure management across Lebanon and the Gulf. 

Since May 2024, she has been leading the PPP efforts of AlKobraish Investment and Construction, a major Saudi EPC contractor in the water and wastewater sector, where she supports strategy development, opportunity identification, stakeholder coordination, and bid preparation. In parallel, she serves as Infrastructure Expert with the Institut des Finances Basil Fuleihan, contributing to Lebanon’s public investment management reform. She also contributed to the PPP policy development in Lebanon with the Lebanese Foundation for Permanent Civil Peace (LFPCP).

She previously served as Associate Director of KPMG Lower Gulf, advising the UAE and Oman governments on PPP governance and PPP transactions within the social sector and as Project Manager at Lebanon’s High Council for Privatization and PPP (HCP) where
she led major restructuring and PPP projects in the telecom, power, and transport sectors, and played a pivotal role in developing Lebanon’s PPP legislation. She has also contributed to the United Nations Economic Commission for Europe (UNECE), advancing global PPP standards and empowering women through PPP initiatives, as well as leading the International Center of Excellence in PPP for Ports.

She holds a Bachelor of Arts in Economics and a Master of Business Administration from the American University of Beirut
along with CP3P and PMP certifications.
