This guidance note provides a concise overview of Public-Private Partnerships (PPPs), explaining their key features, roles, and governance structure. It outlines the Lebanese PPP framework under Law No. 48/2017, including the preparation and procurement process and proposed amendments. 

The note also reviews international PPP experiences—highlighting both successes and failures—to draw practical lessons. It examines Lebanon’s own experience in sectors such as mobile services, waste management, and the Jeïta Grotto, and concludes with recommendations on the way forward to strengthen PPP implementation and oversight.
