This guidance note explores the use of Framework Agreements (FAs) as a strategic public procurement tool to improve efficiency, transparency, competition, and value for money in public spending. It explains the different types of framework agreements, their benefits and operational challenges. 
The note also examines the legal framework introduced by Lebanon’s Public Procurement Law No. 244/2021 and provides practical recommendations to support the gradual implementation of framework agreements in Lebanon’s procurement system.
