Holder of a masters degree in public law, Frank Mordacq is a graduate of the Institut d'Etudes Politiques de Paris and a graduate of the French Ecole Nationale d'Administration (ENA). He has been, since November 2011, the Budgetary Controller and Ministerial Accountant at the French Ministry of Defence. Previously, he was the Budgetary Controller and Ministerial Accountant at the French Economic and Finance Ministries, and Director General of State Modernization as well as Director of Fiscal Reform. Throughout his career, Mr. Mordacq held several senior positions at the Budget Administration. Having played an important role in the implementation of the LOLF – the Organic Law of Finance Laws, he published in 2006 a book entitled " La LOLF: un nouveau cadre budgétaire pour réformer l'Etat" (“The LOLF: A New Budgetary Framework for the State”). He is also the author of the 2009 book " La Réforme de l'Etat par l'Audit " (The Reform of the State through Auditing) and "Public Finance" in 2011, updated in 2012.
