Following the adoption of the new law on public procurement (PP Law 244/2021) in June 2021 and its enactment on July 29, 2022, the Council of Ministers approved a Public Procurement Reform Strategy and action plan for the period 2022-2024 on May 20, 2022.
The successful implementation of PP Law 244/2021 requires not only foundational training but also the continuous development of advanced, practical expertise among public procurement personnel. In response, the Institut des Finances Basil Fuleihan launched the "Knowledge Lab on Public Procurement" to standardize expertise and build a shared understanding among trainers on key topics in Public Procurement, including the roles of the Public Procurement Authority and the Complaints Authority, as well as the relationship between Public Procurement and Public-Private Partnerships. The main objective of this initiative is to support the in-depth implementation of the law by fostering expert collaboration and producing targeted, practical tools that enhance the professional practices of procurement officers across the public sector.

Project's expected results:
•    Enhanced capacities of public buyers through advanced, practical training materials co-developed by experts to address complex procurement challenges.
•    Strengthened abilities of expert-trainers to deliver high-impact training, incorporating international best practices and real-world applications.
•    Informed policy and decision-making through actionable insights and recommendations generated from the Knowledge Lab’s thematic discussions.
This project is implemented by the Institut des Finances Basil Fuleihan and funded by the European Union under the framework of the project “Supporting progress in key areas of public administration reform in Lebanon (RAP)”.
